U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has issued a proclamation granting administrative leave for non-essential government employees for upcoming events of the 2023 St. Thomas Carnival.
The theme for this year’s Carnival is “Illuminating our Culture for the World to See,” and this month the Territory will be celebrating the 71st anniversary of the Caribbean Region’s largest festivals, which attracts thousands of people to the USVI. This year’s Carnival Village is called “Pupa Kelly” in honor of Kelly Charleswell.
Governor Bryan has ordered the following periods of administrative leave for no-essential government employees:
St. Thomas-St. John District only
- From noon to 5 p.m. on Wednesday, April 26, for the Mr. & Mrs. Goldine & Emerson Knight Food Fair
- From 8 a.m. to 5 p.m. on Thursday, April 27, for J’ouvert.
Territory-wide
- From 8 a.m. to 5 p.m. on Friday, April 28, for the Children’s Parade.
The administrative leave does not apply to essential employees and employees on a regular or rotating shift, and employees on annual or sick leave immediately preceding or immediately following the time period administrative leave is granted will not receive administrative leave.
Future leave will not be substituted for employees who are considered essential and/or whose shift happens to fall on a day in which other employees are granted administrative leave.
