VIEDA’s Enterprise Zone Commission seeks proposals to assist local farmers with increasing crop production in the USVI

CHARLOTTE AMALIE, St. Thomas, U.S. Virgin Islands – April 2, 2020 -- The Virgin Islands Economic Development Authority (VIEDA), by and through the Enterprise Zone Commission (EZC), invites qualified individuals to submit proposals to assist farmers in increasing the soil productivity, consistency, quality and size of yield of bananas, lemongrass, coconut and avocado crops. The EZC is an entity of the VIEDA.

The scope of work must also include recommendations of new scientific developments to help the growing operation. The period of assistance to 12 small-business farmers will be for five (5) months throughout the territory.

To be considered, proposals must include the following attachments:

  • Proposal (timeline, number of hours to be spent per farmer, cost factors, anticipated benchmarks, pre- & post assessment of benchmarks used to measure quantity and quality of the yield, necessary tools, total cost of project)

  • Biography of each professional associated with the project

  • Three References

  • Qualifications/Experience – particular with the U.S. Virgin Islands crops

  • Proof of a valid U.S. Virgin Islands business license

Individuals responding to RFP must be submitted by Monday, April 6, 2020 prior to 4:00pm, via email, to ezc@usvieda.orgProposals received after 4:00 p.m. (AST) on Monday, April 6, 2020 will not be considered.   If there is any doubt, or uncertainty regarding any aspect of this proposal, proposers may ask for an explanation or clarification before submitting their proposal.

All requests for explanation or clarification must be presented to Nadine Marchena Kean, via email, at nmarchena@usvieda.org no later than two (2) business days prior to the closing time of this RFP. The email subject line shall state: Request for Clarification: RFP Agronomist.

Written answers or clarifications to issues of substance will be shared with all bidders and issued as part of the RFP in the form of an Addendum, which will only be posted on the following website:

Bidders are required to fulfill the mandatory requirements. Failure to provide the required information/documents will result in the disqualification of the bidder from the evaluation process.
