Governing Board
Title 29 VIC Chapter 21 creates the Economic Development Authority and its board. The law states that the members of the board shall be seven (7) in numbers. Three members shall be appointed by the Governor from amongst the heads of cabinet-level executive departments or agencies or his executive staff. Three shall not be employees of the Government of the US Virgin Islands and shall represent each of the Virgin Islands. And one member must be appointed from the Board of Executive Staff of the Government Employee Retirement System, Virgin Islands Port Authority, or the University of the Virgin Islands.
 
 
Albert Bryan Jr.

Mr. Bryan is the commissioner of the Virgin Islands Department of Labor and also sits as a member of the Virgin Islands Port Authority Board. Bachelor of Arts, Economics ,Wittenberg University, Springfield, Ohio and a Master in Business Administration, University of the Virgin Islands. Founder, Vice- President, Generation Now. Host, Generation Now Radio Show. Also serves as a Board Member for the following: Human Resource Investment Council and University of the Virgin Islands CELL.

 
Nathan Simmonds
(Vice Chairman)

Mr. Simmonds is the Economic and Fiscal Advisor to the Governor of the Virgin Islands. Over 30 years of executive level professional management and business administration, government economic planning, budgeting and financial management. Bachelor of Arts in Economics and Business Administration, Inter-American University of Puerto Rico, San German.

 
Lynn Millin Maduro, Esq.
(Secretary)

Attorney Millin is the Commissioner of the Virgin Islands' Department of the Property and Procurement. Juris Doctorate from Suffolk University Law School, Master of Arts in International Relations from Salve Regina University, B.A in Political Science and Applied History.

 
Randolph Allen
(Member)

Mr. Allen is a St. Thomas representative on the Board. He is the Staff Representative of the United Steel Workers of America. A 30-year career in the communications industry. He is an active member of the Memorial Moravian Church, where he serves as one of the Elders.

 
John Lewis, CCE, CHC, CCP
(Member)

Mr. Lewis is an enterpreneur specializing in medical compliance. Senior Partner/Owner, F.O.R.C.E. Healthcare– Founded on Regulatory Compliance and Ethics, a nationally certified compliance corporation; CEO, Lewis Consulting LLC, specializing in regulatory health compliance; Also serves on the Board of United Medicorp, a public traded corporation, as Chairman of the Finance Committee. He represents the island of St. Croix on the Board.

 
Jose Penn
(Member)

Mr. Penn represents the island of St. John on the EDA Board and is also Chairman of the Enterprise Zone Commission. He is a CFO of his family's group of businesses. Bachelor of Arts in Accounting, University of the Virgin Islands; CFO of Penn’s Corporations. Serves on the following Boards: Beacon School of the Virgin Islands, Virgin Islands Board of Land Use Appeals, Myrah Keating Smith Health Center Advisory Board, Tobacco Settlement Financing Corporation, Friends of the Virgin Islands National Park Advisory Board and the St. Thomas/St. John Horse Racing Commission.

 
Dr. Henry Smith

Interim Vice President for Institutional Advancement and Vice Provost for Research and Public Service, University of the Virgin Islands, St. Thomas, U. S. Virgin Islands. Member of both the Virgin Islands and Ohio Bar Associations. He is a prodigy of the local educational system and a graduate of the College of the Virgin Islands.
