SBDA Eligibility & Process

Economic Development Administration Loan Fund

  • Borrower must be a displaced St. Croix worker or owner of a small US Virgin Islands business, particularly minority owned  
  • Must be a legal resident 

Small Business Development Loan Program

  • Borrower must be native born or 10-year resident or 5-year resident if one parent was born in the US Virgin Islands 

  • Borrower must be at least 50% owner and work full-time in the business

  • Borrower must be active in the management of the business on a full time basis, and the business is his principal means of support 

Frederiksted Loan Program

  • Borrower must be the owner, work full time in the business and be a 10-year resident of the Virgin Islands 

  • Borrower must operate business in Frederiksted, St. Croix 

Farmers and Fishermen Loan Program

  • Borrower must be engaged in commercial fishing or commercial farming for 3 years
